Training Programmes for Persons with Disabilities

The employability of persons with disabilities can be enhanced through the training programmes which equip them with a variety of skills, ranging from work preparation to vocational skills, for work in open employment. To look at the selection of courses available along with the course dates and schedules, please view the calendar here.

From 1 July 2020, the Training Grant will be enhanced to provide greater training support for persons with disabilities. Please refer to WSG’s website for more information.

Due to the COVID-19 pandemic, all training courses for persons with disabilities have been converted to e-learning where possible, from 7 April 2020 till further notice, subject to government advisories. Information in this webpage has been updated to include details on the e-learning course schedule.

In-Employment Training

Persons with disabilities who are in employment can tap on the Open Door Programme (ODP) fund to upgrade their skills through training. The ODP is a programme that aims to encourage employer to hire, train and integrate persons with disabilities. Employers, who hire persons with disabilities, will be eligible for grants and employment support services under the Programme.

Employers can send their employees with disabilities to attend courses to enhance their skills in their field of work or learn new skills for career advancement by applying for ODP Training Grant from SG Enable.

Temasek Trust-CDC Lifelong Learning Enabling Fund

What is it?

The Temasek Trust-CDC Lifelong Learning Enabling Fund is a S$4 million community fund set up to support persons with disabilities in acquiring relevant vocational and independent living skills and emerge stronger from the pandemic.

This Fund is set up by Temasek Trust and the five Community Development Councils (CDCs), and is administered by SG Enable. Each eligible adult with disability can apply for up to S$1,000 to defray course-related fees and/or learning support devices and services.

This Fund is available for one year only (i.e. 3 Dec 2021 to 31 Dec 2022).

Approved funding will be provided on a reimbursement basis, i.e., claims with receipts.

Who can benefit?

Singaporeans or Singapore Permanent Residents (PR) aged 18 years old and above with at least one of the following permanent disabilities:

1. Autism

2. Intellectual disabilities

3. Physical disabilities

4. Sensory disabilities – D/deaf or hard of hearing

5. Sensory disabilities – blind or low vision

Not currently enrolled in any mainstream or SPED institution as a full-time student.

How much funding will each individual receive?

The funding for each adult with disability is capped at $1,000. If you have previously received this funding, you will receive the balance sum for subsequent applications (i.e., $1,000 minus the fund(s) you have received previously).

What does the Fund support?

Each individual with disability has up to $1,000 for a year to support the following:

1. Course fees (e.g., registration fees, materials fees, assessment fees, etc.). For the list of eligible courses, click here.

2. Learning support services (e.g., sign interpreter service, note-taking service, etc.)

3. Learning devices (capped at $500)

The Learning Support Service and/or Learning Device must be for a course that you are currently attending or going to attend. The start date of the course and purchase of learning support devices and learning devices must be on or after 3 December 2021, and before 31 December 2022. All funds disbursements will be on a reimbursement basis and receipts must be produced for every application. For the list of eligible courses, click here.

Google Career Certificate Scholarship Programme

What is it?

The Google Career Certificate Scholarship Programme aims to promote the acquisition of in-demand digital skills, and SG Enable is one of the partners distributing these scholarships. The self-paced courses are developed by Google and hosted on Coursera, and the scholarships cover Coursera subscription fees until the end of 2022. Each course can be completed within three to six months, with students awarded a Google Career Certificate upon completion.

Persons with disabilities can apply for the scholarship through SG Enable.

What courses are available?

The scholarships cover courses in the following areas:

  • Data Analytics
  • IT Automation
  • IT Support
  • Project Management
  • User Experience (UX) Design

How to apply

Contact us at learningfund@sgenable.sg with your particulars to apply.  Successful applicants will be given a personalised Coursera account to facilitate their learning, and the account licence will expire on 14 December 2022 regardless of when the scholarship is offered.

SkillsFuture Credits

In addition to the SkillsFuture Study Awards, SkillsFuture is a national movement to provide Singaporeans with the opportunities to develop their fullest potential throughout life, regardless of their starting points.

From January 2016, Singapore Citizens aged 25 years and above who received their SkillsFuture Credit mailer will be eligible for an initial credit of $500 which can be used to pay for a range of skills-related courses on top of existing approved SG Enable funded courses.
